Reporting to Corporate Security Critical Infrastructure Manager, the Regional Security Officer (RSO) is an Associate (AVP) level position, responsible for implementing the MUFG Union Bank Corporate Security Program within a designated region or area. The work includes visiting and inspecting Retail Bank branches and administrative buildings periodically to validate security program compliance, investigate security deficiencies/violations, and to assure the proper installation, operation, and maintenance of security equipment and devices. The incumbent also trains employees in correct procedures and use of security equipment. The incumbent monitors day-to-day security program operations, responds to emergent situations, and reports on regulatory and policy compliance. The incumbent communicates relevant information to Corporate Security management so that it can be acted upon in a timely manner.
The RSO is able to make independent decisions, based on knowledge and experience, regarding solutions, strategy, and new technology. Incumbents at this level handle routine to moderately complex assignments and issues. Subject to 24-hour on-call status
Major Responsibilities
30% - Provides prompt response, consultation, and guidance to the business units in areas of robbery/burglary prevention, bomb threats, kidnap/extortion, workplace violence, and other crimes. The RSO may operate outside of standard guidelines or to act where there is no pre-established rule or procedure.
25% - Perform evaluation of threats through the risk assessment rating system.
25% - Develops and revises security training materials and contents to meet changing environments and technologies within the region and monitors the hands-on training provided to Retail Bank personnel.
15% - Reviews exceptions to the Bank Protection Act, Union Bank security policies and procedures, and prepares reports for upper management which include recommendations for action.
5% - Arranges protection for assigned executives ensuring physical security standards are upheld.
Qualifications
Knowledge of:
The Bank Protection Act, GLBA, SOX, Security Exchange Commission, OSHA, local, state, and federal security laws and applicable regulations for banks and financial institutions.
Security equipment operation and maintenance, including vendor equipment, service, and/or maintenance contracts
Basic techniques for instructing employees on physical security practices and procedures
Techniques and procedures for investigating security/risk related situations in a banking environment
Techniques and procedures for investigating workplace violence and violent crime in a banking environment, as well as other security/risk related situations in a banking environment, including steps involved in handling sensitive and high profile situations
Cost benefits analysis process for reviewing new processes and security equipment
Proficiency with Microsoft Office Suite
Establish and maintain effective working relationships with regional business unit managers, Retail Bank branch managers, and employees
Monitor the installation, operation, and maintenance of security equipment and devices
Must have the ability to apply basic investigative techniques: interview, validate factual information, and prepare clear and concise reports of security incidents
Communicate effectively orally and in writing with managers and employees, individually or in group presentations
Work cooperatively, diplomatically and productively as a team member
Travel within a multi-state region
Develop or revise security training materials and contents to dynamically meet changing environments and technologies
Keep abreast of new and improved security procedures, equipment, and technology and prepare and maintain professional quality management reports on security for department operations
2 years experience in security, law enforcement or military operations and/or a minimum of 3 years experience relevant to the security field. Retail Bank branch experience at the level of a Customer Service Manager (or Assistant Manager or equivalent level of field banking experience), may be substituted for security or law enforcement experience; or the equivalent combination of experience and education that provides the ability to perform the essential duties of this position.
Valid motor vehicle drivers' license

The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
